Reasons as to why 'Shock Collars' can't legally be imported into Australia.

After 2 days of phoning [researching] different government departments
and agencies, I discovered the following:

Since 1989 the Australian Customs [Prohibited Imports] Regulations [Item 10, Schedule 2] restricts the import of collars capable of delivering an electric shock, and are subject to seizure by Australian Customs.

This is despite [advice given to me] the Agricultural Fisheries and Forestry [Policy Agency] has submitted a recommendation to [Sen. Ellison] the Minister for Justice and Customs that the law be amended to exclude the Dog Shock Collar from [Item 10 Schedule 2] to bring Australia into line with the rest of the worlds Trading Rules.

I'm also advised that I can apply for a permit from Sen. Ellison to import, [collar by collar] but [at the time of writing] over the last 18 months the minister has considered [received] over 20 applications ... and has refused them all.

Note: there are companies currently here in Australia - both importing & selling these illegal devices, local councils are hiring them out to people to save them from being fined for their dog's noise pollution. State Laws are different to Federal Laws ... which also makes it very difficult to understand or follow the law.

One way to import collars into the country [AUSTRALIA] is to bring them in as parts, then assemble them locally. This may have the effect of fooling customs officers, but it in no way alters the LAW ...
